I am commanded by my Lords Commissioners of the Admiralty to transmit for the information of The Earl of Clarendon a copy of a letter from V. Admiral Sir H. Keppel, and the Enclosures thereto in original, on the subject of defining the action of H.M's Ships against Piracy in Chinese Waters. My Lords desire me to call particular attention to Consul Robertson's letter 30th Jan: which appears to them to take a comprehensive view of the whole question.

Their Lordships will be glad to receive Lord Clarendon's instructions upon the several points raised in the correspondence. They will then prepare orders for the guidance of the Commander-in-Chief, the draft of which shall be sent to Lord Clarendon for his concurrence.
